The person taking his ease in the lounge chair closest to the bottom of the frame of this photo taken just before noon on January 1, 2017 is the City of Los Angeles paid monitor for the illegally developed view site. You will note that in the picture are a large number of motorcycles parked in the no parking red zone just to his left, in addition to the jaywalkers crossing the street in front of him.
